My current theory for the data source is some sort of bunker, possibly one the scientists used in the end, is broadcasting some low-frequency scrambled signal constantly and that the first time anyone would have picked it up with the CCTV towers they simply dismissed it as background noise and it took a powerful expert system to scan for sources of input and unscramble the signal. There's also the question of how did the Titans get onto the other continents considering there isn't really evidence of a pre-cataclysm human civilization making them in those locations.
